Make sure you also have the following in your notes.ini for the server for clustering. Assuming your cluster port is designated as 'TCPCluster' in Domino, and it's address is 192.168.1.1:

TCPCluster_TcpIpAddress=0,192.168.1.1:1352
Server_Cluster_Default_Port=TCPCluster
